 Participants generally have a good understanding of Community Driven Development (CDD) relating it to the community development activities they have been implementing and are doing now on the ground. These include clean and safe water provision, food security through setting up demonstration sites for farmers, and vocational training resulting in self employment. Levis from DRDA complemented this by saying that “Community Driven Development are those developmental activities that are initiated, developed and implemented jointly by the local communities with the local organization to improve on the livelihoods of the communit. Thus community involvement in the community development process is a major requirement that should never be underestimated.” |

Jonglei – Local Organizations Mapping/Capacity Assessment State Report – March, 2009
Prepared By: David Okello ( report)  Southern Sudan consists of ten states , previously called provinces of, Equatoria (Central Equatoria, Eastern Equatoria, and Western Equatoria), Bahr el Ghazal (Northern Bahr el Ghazal, Western Bahr el Ghazal, Lakes, and Warrap), and Upper Nile (Jonglei, Unity, and Upper Nile). The population of the south is estimated to be 12million in the 1980s, however, due to the prolonged period of no population census it’s bound to increase given the fact that as one dies others are born. The south contains many ethnic groups and languages with the Dinka, Nuer, Mitotic people (Bari and Shilluk) being the largest ethnic groups. English is used as the main lingua franca in the southern part of the country Jonglei State is situated in the south-eastern part of southern Sudan and composed of 12 Counties (Bor, Twic East, Duk, Wurror, Nyirol, Akobo, Ayod, Fangak, Khorflus, Pibor, and Pochalla). The main ethnic group found here includes the Nuer (Gawaar, Lou), Murle and the Dinka (Dinka Twic, Bor and dinka Aliab). The region suffered greatly from the effects of the protracted civil war of the SPLA/M since the rebellion started in Bor in 1983 under the leadership of Dr. John Grange De- Mabior. The major economic activity of this state is animal rearing with very few people engaged in trade and agriculture (growing sorghum, maize, beans, potatoes and simsim). |

Eastern Equatoria – Local Organizations Mapping/Capacity Assessment State Report March, 2009

 Introduction In Eastern Equatoria State, over forty-two (42) civil society organizations (CSOs), community based organizations (CBOs) and faith based organizations (FBOs) are known to exist in the main population centres such as Torit, Kapoeta, Chukudum, Ikotos, Lafon, Kimatong, Magwi and Nimule. Only thirty two (32) are currently registered with SSRRC. About 60% of the 32 CSOs surfaced immediately after the signing of the CPA, while a significant number of the CSOs that pre-existed during the war time have, for reasons related to post-war transitioning, ceased to operate or disbanded. During this mapping exercise, however, only fourteen (14) organizations were accessed in Torit, Kapoeta and Narus. The rest of the organizations operating in outlying locations such as Ikotos, Lohutok, Magwi and Nimule were not able to be assessed due to factors including lack of access to transport, difficulty contacting the CBOs due to poor communications, and accessing the INGOs supporting them in the field. |

 Background information Political Structures and Systems Since the historic signing of the Comprehensive Peace Agreement (CPA) between the Government of Sudan and the SPLM in 2005, the Government of Southern Sudan has established a state Interim Constitution, democratic and decentralised public administrative structures and systems, and a legal framework for Local Authorities. Citizens enjoy relative peace, security and freedom of expression. The government recognises and engages the emerging Civil Society though it is yet to have clear policies on how they should work together. SPLM commitments made in the 1990s (1994, SPLM Kitgum Conference) to support and encourage women to assert their rights, and to recognise the role of civil society in the development process, have been honoured after the CPA. The Government’s statement of intent to conform to international conventions is a good benchmark from which the Civil Society can measure the performance of government in Southern Sudan in ensuring citizens rights. |
