Unity State
Introduction
Information generated by a focus group discussion held in Bentiu town engaging a number of organizations has been presented below to provide a flavour of capacities, constraints, and ways forward for local organizations in Unity State. Although not inclusive of all organizations, much of what was said is indicative of the general situation of others.
 
Local organizations’ understanding of Community Driven Development (CDD)
  •  Must undertake assessments with the community, and ask the community’s priorities
  •  The CBO must respond to the community’s priorities, either directly through their activity or possibly linking the community with another organization who can better respond. The latter poses difficulties for the local organization because it means not working with that community on activities the local organization already has funding to do. The same can happen with GoSS
  • imposed requests that a local organization undertake activities with certain communities that are not the priority of that community.
  •  Seek the community’s support and participation eg in building a school, in sustaining the activity.
  •  A community will more likely support and participate freely in an activity if it responds to their priority, or felt need.
 
Local organizations’ role in CDD
CBOs are on the ground and well positioned, due to their close relationships with their communities they come from or work with, to be able to understand the priorities
  •  Mobilising and talking with the community in order to gain an understanding
  •  Assessing needs and priorities.
  •  Identifying the activities to be undertaken to respond to these priorities
  •  Designing the project and preparing the proposal
  •  Implement the project activities
  •  Evaluate the projects
  •  Represent the community’s needs to the GoSS or outsiders. Advise the Goss and outsiders on
  • community’s needs, priorities, gaps
  •  Advocate on behalf of the community to GoSS or outsiders
  •  Lobby for funding from different funders
Organizational capacity strengths
The six capacity areas include: strategic planning, structure and governance, systems and procedures, financial management, technical, and external relations & advocacy. The following were the perceived areas of strength of different organizations in order of priority :
  •  Structure and governance including legal status, division of labour (4 orgs)
  •  Strategic planning(4 orgs)
  •  Technical, specifically project development (2 orgs)
  •  Systems particularly human resources and finance (1 org)
  •  External relations (1 org)
